    This is "new" surplus from a small town here in Texas.
    They are brand new in the original sealed manufacturers box.
    I opened one to photo the fixture and see what was rattling. The arm clamp!
    They will ship in this original box, labeled with added tape to all edges and seems.
    Based on what I have found online they are manufactured in 2016.
    I have not inspected them other than to check for damage to the boxes and there was none.
    I did check with the city and they said that they do not have a bulb or sensor included.
    The boxes are dirty and show only scuffs from sliding on and off of shelves moving around a warehouse.
    I have described these to the best of my ability.
